Joint Guidance Issued by FBI Office of Domestic Terrorism and EPA CEPPO

Click here for the latest guidance on public notice of RMP Offsite Consequence information. This is a special, EPA / FBI brochure on ‘Public Meetings and Other Notifications.’  It is full of helpful advice and even includes the preferred address for mailing your FBI certification letter.

Carole Macko of the EPA stresses that this is really a performance-based requirement. No specific regulations will be issued by the EPA or the FBI.  Advice includes: “Use a form of public notice that makes sense for your community. For example, consider announcing your meeting in utility bills, a community newsletter or on the radio.”  And “coordinate your meeting with the LEPC or fire department.”

Now, are you ready for your public meeting?

Our friends at McDaniel Lambert, Inc. have designed some worksheets to allow you to perform a facility self-assessment for communication of RMP information.  The worksheets are free on this AcuSafe Link.  The first worksheet looks at your facility's vulnerabilities - areas that can subject you to increased scrutiny from the media, environmental groups, or the general public. The second worksheet allows you to rate your facility's readiness level - have you laid the groundwork for successful communication?

And Here’s the Address.

Send your public-meeting certifications to:

Director, FBI
Attention: RMP Program - Room 1B327
935 Pennsylvania Ave. N.W.
Washington, D.C. 20535-0001

“The FBI will document receipt of the certifications and provide documentation to the EPA. No other communication should be included with certifications to the FBI.”
