Department of Justice Releases Vulnerability Assessment
Methodology
The Department of Justice released an assessment
tool for the nation's 15,000 chemical facilities to use in identifying and
assessing potential security threats, risks and vulnerabilities. The
Chemical Facility Vulnerability Assessment Methodology was developed by the
Office of Justice Programs' (OJP) National Institute of Justice
(NIJ), the Justice Department's research and development agency.

OSHA Announces Two New Publications
OSHA has announced it has released updated publications on
electrical hazards and bloodborne pathogens are available to assist employers and workers in maintaining safe and healthful work environments, the Occupational Safety and Health Administration
has announced. Controlling Electrical Hazards, OSHA 3075, is an up-to-date overview of basic electrical safety, OSHA electrical safety standards, and information employers need to comply with those standards. A newly revised Bloodborne Pathogens fact sheet explains what bloodborne pathogens are, protections offered by OSHA's Bloodborne Pathogen standard, and steps employers can take to protect their workers

Bush Administration Nominates Merritt to Head CSB
The White House announced the President's nomination of Carolyn Merritt of Illinois as Chairperson and Chief Executive Officer of the U.S. Chemical Safety and Hazard Investigation Board (CSB).
Ms. Merritt was most recently the Senior Vice President for Environment, Health and Safety of IMC Global Inc. in Northbrook, Illinois. In 1994, she was a Senior Project Manager with RMT/Jones and Neuse, Inc., and environmental consulting firm in Houston, Texas.
In related news, Chemical Safety and Hazard Investigation Board
(CSB) announced the selection of former Assistant Secretary of Labor Charles N. Jeffress as Chief Operating Officer, the agency's senior civil service official, ending a two-and-a-half year period of interim administration.

PSM Interpretations - Interfacing Utility Systems and
Boundaries of Covered Processes
AcuSafe presents the ninth installment in a series of feature articles
entitled "PSM Interpretations." In this edition of
AcuSafe News, we re-run the first topic in the series from
September 2001. The goal of the series is to bring to light interpretations made by OSHA which may impact a PSM facility- often the interpretations shed more light on grey areas not explicitly explained by the regulation.
Here we outline interpretations pertaining to Process Boundaries, and the treatment of Utilities in PSM.

ACC Adopts New Security Code
The American Chemistry Council (ACC) has established a new security code under the industry's Responsible Care
initiative. Compliance with the Security Code is a requirement of
membership for the approximately 160 member companies and their 1,500
facilities. The Security Code was developed to identify and address
potential security vulnerabilities. Compliance with the code involves
four steps: prioritizing all facilities according to potential risk; conducting
vulnerability assessments at those facilities; taking measurable steps to
address the vulnerabilities identified; and ensuring that the steps have
been taken using independent, third party verification.

CCPS Security Book Due in July, 2002
The new CCPS security book "Guidelines for
Analyzing and Managing Security
Vulnerabilities of Fixed Chemical Sites" will be available
for download from the CCPS website in mid-July. The book will include CCPS' "Enterprise Screening Tool" which enables a corporation to focus its resources on improving security processes at higher priority sites.

AIChE's Jack Weaver Set to Retire
Jack Weaver, Director of CCPS and Senior Director of AIChE's Industrial Technology Alliances, Continuing Education, and Meetings, is retiring after almost 9 years at CCPS. Under Jack's leadership, CCPS significantly grew its technical base, expanded corporate sponsorship, and reached out into new areas, such as undergraduate curricula through its SACHE program, operator involvement through its Process Safety Beacon series, and chemical site security. To date, CCPS has completed more than 70 Guidelines, Concept, and Proceedings books, and maintains more than 15 active projects involving over 80 companies. Scott Berger, currently Senior manager of CCPS will fill Jack's role as Director of CCPS and administrator for DIERS. Jo Rogers, Director of CWRT, will also take on Jack's role as administrator for DIPPR. Jack's other responsibilities will be assumed by Steve Smith, formerly the Senior Director for AIChE Publications. Jack will continue on in a part-time staff consultant role with CCPS, where he plans to continue contributing for many years to come.

summarizes a total of 24 incidents brought to our attention between
May 21, 2002 and June 20, 2002. Most of the incidents covered have caused significant injury, deaths, or major property damage.
Accidents in China, U.K., Singapore, Japan, Ecuador, Australia,
New Zealand, Israel, Thailand, Yemen, Indonesia, and

ATI Offers Course in Crisis Management and Plant Security!
The AcuTech Training Institute has announced a new course
entitled "Crisis Management & Plant Security for
Process Industries."
The 2-day course provides a thorough overview of crisis and emergency planning related to large-scale releases of
chemicals from process facilities. Among the topics covered include: current federal laws and regulations related to crisis
management planning, overview of the proposed Chemical Security Act, how to conduct a plant security hazard
assessment, development of crisis management and emergency response plans, emergency training, public relations,
media issues, risk communications during emergencies and plant security issues at process facilities.
