RMP Regulatory Update S. 880 – What Do I Do Now? On August 5, 1999 a law (PL 106-40) modifying the EPA’s Risk Management Plan legislation went into effect. Most of the focus was on the “fuel exclusion” and the delaying of widespread public release of WCS information. The law also contained a requirement for public meetings “to describe and discuss the local implications of the RMP.” The complete story includes ways to comply with this requirement as well as links for additional information.

Board of Inquiry Meets in California In only the second public meeting it has held outside of Washington, D.C., the US Chemical Safety and Hazard Investigation Board (CSB) met in Martinez on September 15, 1999, at a formal Board of Inquiry. Dr. Paul Hill, Chairman and CEO of the CSB, described the hearing as an “official pause” in the investigative process into last February's fatal fire that claimed four lives and seriously injured another worker at the Tosco Refinery Company facility nearby.
